Following the first Study Visit to the Republic of Korea (ROK) in December 2022, the Ministry of Civil Service of Cambodia, in collaboration with the National Civil Service Administration of China, organised the second and concluding event under Phase II of the project ASEAN Guidelines on Public Service Delivery. This initiative is included in the ASEAN Plus Three Cooperation on Civil Service Matters (ACCSM+3) Work Plan 2021-2025.
The Study Visit was attended by ACCSM representatives from all ASEAN Member States and the ASEAN Secretariat. It looked at China’s approach on effective, efficient and inclusive public service delivery through digitalization, innovation, strong and effective leadership, organisational performance, change management and intellectual stimulation in public service. It also included several site visits aimed to learn and understand China’s digital public service delivery such as: (i) the use of technology to support massive public transportation system; (ii) implementation of smart agriculture system; (iii) implementation and delivery of digital and smart medical services to citizens; (iv) implementation of citizen-centric and inclusive public service delivery (both through digital and offline services); and (v) smart city planning.
