Joint Press Statement of the Fourth ASEAN Directors-General of Immigration Departments and Heads of Consular Affairs Divisions of Ministries of Foreign Affairs Meeting Plus Three Consultation (4th DGICM + 3 Consultation)

The 4th DGICM + 3 Consultation was held in Bandar Seri Begawan, Brunei Darussalam, on 14 August 2025. The Consultation was co-chaired by Mr. Haji Azmi bin Haji Abdul Rahim, Acting Director of the Department of Immigration and National Registration, Ministry of Home Affairs, Brunei Darussalam and Mr. Kimizuka Hiroshi, Associate Commissioner, Immigration Services Agency of Japan. The Consultation was attended by the Heads of Immigration Departments and Heads of Consular Affairs Divisions of the Ministries of Foreign Affairs of the ASEAN Member States, People’s Republic of China, Japan and the Republic of Korea, as well as representatives from the ASEAN Secretariat. Timor-Leste attended as Observer.
The Consultation exchanged views on opportunities for cooperation in the areas of immigration, consular affairs and border management within the DGICM + 3 framework. The ASEAN Member States conveyed gratitude to the Plus Three countries for their continued support and assistance toward ASEAN’s efforts in strengthening the capacity and capabilities of ASEAN immigration and consular authorities.
